Theft Suspect and Sex Abuse of a Minor Suspect Arrested #PGSO

Warrant/Fugitive Division Felony Arrest Report
Upper Marlboro, MD…The Sheriff’s Office Warrant/Fugitive Division reported the following felony arrests:

Theft Suspect Arrested

Sheriff’s Deputies arrested Spanky Frank, of Bowie, MD on an arrest warrant for Theft of $1000 to under $10,000 obtained by the City of Bowie Police on August 12, 2016.

According to the warrant, on August 2, Frank was in the 2800 block of Stony Brook Drive in Bowie, MD where he introduced himself as a contractor and offered to seal and resurface a resident’s driveway for $40 dollars. After supposedly coating the driveway Frank told the resident that the price was $1,000 dollars. According to the warrant the resident indicated that Frank’s demeanor caused her to be fearful. The warrant further states that after the resident paid the $1,000 dollars Frank told her that she needed to give him another $1,450 dollars, which she did with two personal checks. In addition the victim’s inspection of the work showed that the driveway was not sealed but rather spray painted black. A check through the Maryland Home Improvement Commission and the Maryland Department of Taxation revealed that Frank was not licensed to do home improvement work in the state of Maryland.

On August 12th a warrant for Frank was received by deputies and their investigation determined he could be located in Jessup MD. When deputies went to the location a man opened the door and deputies asked to speak with Frank who was inside the room. Frank was advised of the warrant, was taken into custody without incident and transported to the Prince George’s County Department of Corrections.

Frank is also charged with Acting as a Contractor without a License, Failure to Perform Contract, and Selling Home Improvement without a License.

Sex Abuse of a Minor Suspect Arrested

Sheriff’s Deputies arrested Josue Castillo-Diaz, of Hyattsville, MD on an arrest warrant for Sex Abuse of a Minor that was obtained by the County Police on August 13, 2016.

The Warrant states that on August 13th, Officers responded to a residence in Hyattsville, MD and spoke with the victim’s parent who stated that she had learned that their 14 year old daughter was sleeping with the man living in the basement. The warrant also states that during the interview the daughter confirmed having sexual intercourse with the defendant more than once.

On August 17, a warrant for Castillo-Diaz was received and deputies’ investigation led them to the location of the incident. Upon deputies’ arrival at the location Castillo-Diaz was leaving for work and identified himself when asked by a deputy. Castillo-Diaz w, was advised of the warrant and taken into custody. He was transported to the Prince George’s County Department of Correction without incident.

Castillo-Diaz is also charged with Child Abuse Second Degree and Sex Offense Third Degree.
