Media Release

On Tuesday, December 13, 2022, the Prince George’s County Police Department charged Prince George’s County Deputy Sheriff Corporal Brandon Burroughs with Second-Degree Rape and Second-Degree Assault stemming from an allegation of sexual assault occurring on October 23, 2022.

In September of 2022, the Office of the Sheriff was made aware of a separate incident involving Corporal Burroughs and a female acquaintance. The incident resulted in Temporary Protective Orders being obtained by both parties, but both were subsequently dismissed. Pursuant to Office of the Sheriff protocol, Corporal Burroughs was suspended with pay, and placed in an Administrative Status pending the outcome of an investigation.

An additional Temporary Protective Order was obtained by the same female acquaintance on October 24, 2022, but was ultimately dismissed following a Final Protective Order Hearing on December 12, 2022.

On December 12, 2022, evidence was presented to members of the Office of the Sheriff indicating that a woman had been sexually assaulted by Corporal Burroughs. The Office of the Sheriff forwarded the evidence to the Prince George’s County State’s Attorney’s Office, who notified the Prince George’s County Police Department’s Domestic Violence Unit.  

Corporal Burroughs’ law enforcement authority remains suspended, and he has been placed on a No Duty Status without pay. Burroughs is a nine-year veteran of the Office of the Sheriff, and is assigned to the Bureau of Field Operations.

“The charges against this deputy are very concerning. Law enforcement officers take an oath to protect others, not abuse them. Those who live and work in Prince George’s County deserve the very best from its public safety community, and the behavior alleged in this case runs counter to that expectation,” said Sheriff John D.B. Carr.

The Prince George’s County Police Department is leading the criminal investigation. The Office of the Sheriff’s Policy Compliance/Internal Affairs Division will conduct an administrative investigation. Questions should be referred to the respective Agency/ Department.

Deputies Arrest First-Degree Assault Suspect

Upper Marlboro, MD…. The Office of the Sheriff’s Warrant/Fugitive Division reported the Arrest of Nixon Martinez-Linares, on December 5, 2022, on a warrant for First Degree Assault obtained by county police on November 16, 2022.

According to the warrant, on September 13, 2022, police responded to the 600 Block of Dudley Avenue in Oxon Hill, Maryland, for the report of a contact shooting. Through their investigation police learned that the victims were approached by two unknown suspects that arrived in a black SUV to participate in an alleged drug transaction. According to witnesses, one individual started a verbal argument, and it is alleged that the second individual fired a gun, causing injury to the victim. The victim was transported to a nearby hospital, where he received medical treatment. Through their investigation, detectives could identify Martinez-Linares as one of the suspects.

On December 5, 2022, deputies determined that Martinez-Linares could be located at an address in the 700 block of Carson Ave, Oxon Hill, MD. Upon arrival, deputies identified Mr. Martinez-Linares, served him with the warrant, and placed him into custody. The Suspect was safely transported to the Department of Corrections in Upper Marlboro, MD, without incident.

The suspect is also charged with Assault-Second Degree, Possession of a Firearm Minor, Reckless Endangerment, Loaded Handgun on Person, and Handgun on Person.

Deputies Arrest CDS Possession with Intent to Distribute Suspect

Upper Marlboro, MD…. The Office of the Sheriff’s Warrant/Fugitive Division reported the Arrest of Rashel Hossain on December 1, 2022, on a warrant for CDS Possession with Intent to Distribute obtained by county police on November 17, 2022. 

According to the warrant, on September 16, 2022, police responded to the 6200 block of Livingston Road in Oxon Hill, MD, for the report of the illegal sale of marijuana. Police observed several individually wrapped baggies of marijuana on the front counter of the business. Through their investigation, detectives identified Hossain as the store owner.

On December 1, 2022, deputies determined that Hossain could be located at an address in the 6200 block of Livingston Road, Oxon Hill, MD. Upon arrival, deputies identified Hossain, served him with the warrant, and placed him into custody. The Suspect was safely transported to the Department of Corrections in Upper Marlboro, MD, without incident.

 

The suspect is also charged with CDS Possession Cannabis 10 Grams plus, and CDS Possession Paraphernalia.

Deputies Arrest Sex Abuse of a Minor Suspect

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of  Edio Antonio Grijalva-VA-Ramirez, on November 30, 2022, on a warrant for Sex Abuse of a Minor obtained by county police on October 27, 2022.

According to the warrant, on October 27, 2022, detectives learned that on or about August 21, 2022, through August 22, 2022, a minor disclosed that Grijalva-VA-Ramirez had allegedly forced sexual acts on them at a residence in Oxon Hill, MD. 

On November 30, 2022, deputies who were assigned to the warrant, spoke with a relative of Grijalva-VA-Ramirez by text message. During the text message conversation, the relative advised Grijalva-VA-Ramirez is willing to meet at Sheriff’s Headquarters and turn himself in. Grijalva-VA-Ramirez was identified, served with the warrant, and placed into custody. Grijalva-VA-Ramirez was safely transported to the Prince George’s County Department of Corrections in Upper Marlboro, MD, without incident.

Grijalva-VA-Ramirez is also charged with Sex Abuse Minor: House/Family, Third Degree-Sex Offense, Assault Second-Degree, and Fourth Degree-Sex Offense Contact.
