Warrant/Fugitive Division Felony Arrest Report



Upper Marlboro, MD…The Sheriff’s Office Warrant/Fugitive Division reported the following felony arrests:

First Degree Assault Suspect Arrested



Sheriff’s Deputies arrested Maxwell Patton Jr. of Hyattsville, MD on an arrest warrant for First Degree Assault obtained by the Cheverly Police Department on December 14th, 2017.

According to the warrant, on December 12th, police responded to the 3500 block of Belleview Avenue in Hyattsville, MD. Once on scene the victim stated that Patton forced entry into the residence and began to argue. Patton then allegedly physically assaulted the victim before fleeing the residence.   

Upon receipt of the warrant, Sheriff’s Deputies investigation determined that Patton could be located in the 3500 block of Belleview Avenue. Deputies went to the location and informed Patton that there was a warrant for his arrest. Patton was taken into custody without incident and transported to Prince George’s County Department of Corrections.

Patton is also charged with Second Degree Assault and Reckless Endangerment.

Theft Suspects Arrested

Sheriff Deputies arrested Kevin Vargas and Alexandru Grancea of Laurel MD on arrest warrants for Theft $1500 - $25,000 obtained by the Laurel Police Department on November 30th, 2017.

The warrant states that on October 24th, Police responded to a local retail store in Laurel MD to meet with their loss prevention department that had an employee (Vargas) in custody for alleged theft. 
According to the warrant both Vargas and Grancea were observed on video surveillance during each incident that Vargas let Grancea walk out of the store with unpaid merchandise totaling over $2,300.

The deputies investigation led them to an address in the 8300 block of Ashford Blvd. Road in Laurel, MD. Deputies arrived at that location and Vargas opened the door, was advised of the warrant for his arrest and taken into custody. Deputies then went to the 30 block of Avondale Street also in Laurel, MD where they met Grancea, informed him of the warrant for his arrest and placed him into custody. Both were transported to the Prince George’s County Department of Corrections without incident.

Both Vargas and Grancea are also charged with Theft Scheme $1,500 - $25,000.

Warrant/Fugitive Division Felony Arrest Report


First Degree Assault Suspect Arrested

Bobo Sow of Greenbelt, MD was arrested on November 30th on an arrest warrant for First Degree Assault obtained by the City of Greenbelt Police on November 7th.  

The warrant states that on November 7th, police responded to the 9300 block of Edmonston Road in Greenbelt, MD for the report of a violent domestic incident. Once on scene the victim stated that he was arguing with Sow when Sow grabbed a knife and began to run towards him. A witness at the scene confirmed the victim’s account of the incident.

An investigation by Sheriff Deputies determined that Sow could be located at the residence where the incident occurred. Deputies went to the location; Sow answered the door, was informed of the warrant, after which he was placed into custody and transported to the Prince George’s County, MD Department of Corrections without incident.

Sow is also charged with Assault Second Degree.

Warrant/Fugitive Division Felony Arrest Report #PGSO

Upper Marlboro, MD…The Sheriff’s Office Warrant/Fugitive Division reported the following felony arrests:

Attempted First Degree Murder Suspect Arrested

Sheriff’s Deputies arrested Darryl Harris-Simmons, of Fort Washington, MD on an arrest warrant for Attempted First Degree Murder that was obtained by the Maryland-National Capital Park Police on November 15, 2017.

The Warrant states that on November 13, 2017, at a community center in the 13400 block of Buchanan Drive in Fort Washington, Md. Harris-Simmons arranged a meeting with three other individuals to purchase a pair of shoes. During the transaction, Harris-Simmons, along with a male accomplice allegedly pointed a gun at the victims and demanded the victims’ property. As the driver attempted to flee, Harris-Simmons is alleged to have shot at the fleeing vehicle causing both victims serious injury. Harris-Simmons was later positively identified from a photo array.

Upon Sheriff’s deputies’ investigation, on November 22nd , Sheriff’s Deputies spoke with a Prince George’s County officer who advised that he was familiar with Harris- Simmons, having previously been to his residence on other matters. Deputies arrived in the 13200 block of Lenfant Drive in Fort Washington MD where a resident opened the door and allowed deputies to enter. Deputies asked for the name of a male who stood in the foyer. After confirming that he was Darryl Harris-Simmons, deputies informed Harris-Simmons of the warrant for his arrest, after which he was taken into custody without incident and transported Maryland National Capitol Park Police CID unit.

Harris-Simmons is also charged with Attempted Second Degree Murder, Attempted Armed Robbery, First and Second Degree Assault and Firearm use and Felony Violent Crime.
 
First Degree Assault Suspect Arrested

Sheriff’s Deputies arrested Derrick Cofield, of Capitol Heights, MD, on an arrest warrant for First Degree Assault obtained by the Prince George’s County Police on November 07, 2017.

According to the warrant, on November 07, in the 6400 block of Hilmar Drive in District Heights, MD Cofield and a female became involved in an argument that turned physical. Cofield is alleged to have spit on the victim, pointed a gun at her and fired several shots in her direction; he left the scene before police arrived.

Upon receipt of the warrant, Sheriff’s Deputies went to the location of the incident. A resident opened the door and allowed deputies to enter the home. Deputies advised Cofield of the warrant, and he was taken into custody without incident and transported to District 3 CID for questioning.

Cofield is also charged with Assault Second Degree, Reckless Endangerment, Firearm use and Felony Violent Crime and Handgun on a Person.

Warrant/Fugitive Division Felony Arrest Report #PGSO

Upper Marlboro, MD…The Sheriff’s Office Warrant/Fugitive Division reported the following felony arrests:

Armed Robbery Suspect Arrested

 Sheriff’s deputies arrested Gregory Ross of Laurel, MD, who was wanted on an arrest warrant for Armed Robbery that was obtained by the Laurel Police Department on November 08, 2017.


According to the warrant, on October 20, 2017, in the 7900 block of Crows Nest Court in Laurel, MD, Ross and another suspect allegedly robbed a male victim at gunpoint while in his apartment. According to the warrant, Ross is alleged to have pointed a handgun at the victim and demanded his money, after which they fled the scene. The warrant further states that the male victim owed Ross for the purchase of narcotics sale which occurred a month prior to the incident.

On November 29, 2017, deputies’ investigation determined that Ross could be located at a hotel in the 3500 block of Old Annapolis Road in Laurel, MD. Deputies went to the hotel where Ross was located and taken into custody without incident. He was transported to the Upper Marlboro Department of Corrections for processing.

Ross is also charged with Robbery, First and Second Degree Assault and Theft of $100 to under $1,500.
 
Burglary First Degree Suspect Arrested

Sheriff’s deputies arrested Jose Luis Sorto of Hyattsville MD., on an arrest warrant for Burglary First Degree that was obtained by County Police by November 7, 2017.

According to the warrant, Sorto was alleged to have entered a residence by prying open the rear door in the 2000 block of Ravenswood Street in Hyattsville Md. Sorto entered the home without permission where he stole jewelry which valued at approximately $2,000.00. He fled the scene.

On November 7th, Deputies’ investigation revealed that Sorto was in the 830 of Berkshire Drive in Hyattsville, MD. Deputies responded, took him into custody after which he was transported to Prince George’s Police Department District I station for questioning. Sorto is also charged with Theft $1,500 to under $25,000.

A Statement from Sheriff Melvin C. High #PGSO

In the aftermath of Las Vegas…and Sutherland Springs

Upper Marlboro…Watching the scene from Las Vegas transported me back to the hell of the war zone in Vietnam where I served as a Marine Sergeant. In war, I experienced the terror of coming under enemy fire from automatic weapons. The experiences are etched indelibly in my memory along with the ghastly deaths and trauma those weapons caused. The recent mass shooting carnage in both Las Vegas and Sutherland Springs freshen those memories.

But this is America and we are not at war with each other or with our government. The ideology promoting the need for Americans to acquire and use military-style assault weapons against fellow citizens based on differences of political, economic, or social beliefs – or, as in Sutherland Springs, domestic strife - is not in the democratic tradition. Our non-violent actions and processes for redress - peaceful demonstrations, civic activism, public debate, and ultimately the ballot box have served us well. With these as the only acceptable means for maintaining a peaceful and open society, we have been a paragon for other nations.

The Las Vegas massacre and now Sutherland gave us more killing fields of innocent people doing nothing more than enjoying life or worshiping together. The Las Vegas shooter took fifty-eight lives, injured hundreds more, and left a nation in mourning, again. In Sutherland Springs the shooter killed twenty-six people and injured dozens more. There is no plausible explanation but that we haven’t the courage or the political will to address the root cause of much of our violence – guns.

In law enforcement we see the damage wrought by guns, and while we have spoken out about sensible control and management, I am moved to speak by these latest tragedies. In over 40 years of policing, I’ve seen the long-lasting and life-altering effects that gun violence has on families, friends, and communities.

How do we recall these tragedies and in what order? Recalling the tragic outcomes of these mass shootings in the country, Las Vegas leads in deaths and injuries, followed by Orlando, FL, Blacksburg, VA, Newtown, CT, and now Sutherland Springs, TX.

The next four shootings, in Killeen, TX in 1991, San Ysidro, CA in 1984, UT Austin, TX in 1961, and Edmond, OK in 1986 occurred over the course of 38 years. San Bernardino, CA is tenth in loss of life. Ironically, neither the 13 killed and 24 injured in Columbine, CO – so incredible to us in 1999 - or the 12 killed and 70 injured in Aurora, CO in 2012, nor 5 killed and one injured in Tucson, AR, when Congresswoman Gabby Giffords was shot, even make it into the top 10 most deadly events. The common thread between them is the murder of innocent people killed or injured by a gun, with growing regularity.

Fellow citizens, it’s time we were a thorn in the side of elected officials. Automatic weapons, equipment that makes a weapon automatic, and magazines with dozens of bullet rounds are weapons of war. They must not get into the hands of criminals and the mentally unbalanced.

In my state of Maryland, we’ve moved forward but it’s important that sensible gun policy is a national effort because our borders are open. I’ve seen seasoned investigators anguished by recovered guns used in horrific crimes by people who’d never have been allowed gun ownership had a thorough background check been done at every point of acquisition.

Requiring reasonably thorough background checks would substantially reduce access to firearms by criminals and the identified dangerously mentally ill, effectively preventing them from a mass murder shooting spree. Checks cannot prevent every act of gun violence, but a more comprehensive system of point-of-sale, pre-purchase screening can substantially improve law enforcement’s ability to identify persons unqualified to safely possess firearms and lead to a reduction in gun violence.

We have a unique opportunity to close the weakness in our system. Sensible protocols for all firearms purchasers can lay the groundwork for a future of reduced gun access for unqualified buyers.

Before our fellow citizens begin to fade from memory, we should take a real step forward to save lives and prevent the pain and heartache left in the wake of senseless gun violence. That then will honor those lost, those left suffering, and their families whose lives are forever changed by each tragic killing.

It’s time to do something, for all the other times we as a country have done nothing.

Progress on Domestic Violence Theme of 6th Annual Partnership Luncheon

Upper Marlboro, MD…Sheriff Melvin C. High and the Office of the Sheriff’s Domestic Violence Intervention Division (DVID) hosted over 165 guests at Newton White Mansion Monday at the 6th Domestic Violence Partnership Luncheon. Of the luncheon, Sheriff High said, “We started the luncheon six years ago to bring together all of the partners who do this work together, to look back over the last  year’s work and to consider how we can make progress going forward.”

The Keynote speaker, Dr. Patricia Bent-Goodley, Professor of Social Work and Chair of the Prince George’s County Lethality Review Team (PGCFRT), in ‘From where we started…’ spoke retrospectively about the work that’s been done to combat domestic violence in the county. Dr. Bent-Goodley urged guests to be encouraged, saying “Prince George’s County has come a long way, we’ve made great progress, and we are on the right track.”

Having worked extensively with other jurisdictions on domestic violence, Dr. Bent-Goodley noted the importance of best-practice developments in Prince George’s County, such as the Family Justice Center and Sheriff’s Deputies’ response protocol in domestic violence calls-for-service. She also highlighted the need to incorporate lessons learned from the work of the FRT into awareness programming and service modules, and including the male perspective on domestic violence.
In his closing remarks, Sheriff High invited guests to join him in reaching the goal of making Prince George’s County the jurisdiction in the state with the lowest number of domestic violence incidents and domestic violence homicides.  

Kaiser Permanente, the presenting sponsor of the luncheon, was represented by Ms. Mindy Rubin, who spoke about domestic violence in the context of community safety, and social and emotional well-being. Ms. Rubin shared information on some of Kaiser’s Community Health 
Initiatives around nutrition, with schools, and with government and community organizations.  

Sheriff High was joined by Nicholas Majett, Chief Administrative Officer and Betty Hager Francis, Deputy Chief Administrative Officer for Health and Human Services, and Education, who spoke about the county’s commitment and progress in the fight against domestic violence. Betty Hewlett, Chair, Maryland National Capital Park & Planning Commission also spoke about the importance of ending family and domestic violence. Police Chief Hank Stawinski and Fire/EMS Chief Barksdale also attended. 
  
Well-known radio and marketing personality Justine Love MC’d the luncheon as she did six years ago when the luncheon was first held at a venue outside of Sheriff Headquarters.

15th Annual Clackamas County Domestic Violence Warrant Sweep (65 Arrested to Close 79 Warrants)

Upper Marlboro, MD…  Participating in the 15th Annual Clackamas County Domestic Violence Warrant Sweep, the Office of the Sheriff’s Warrant/Fugitive Division led a 12-team countywide warrant operation last Wednesday. The operation began Wednesday night at 10 p.m. and ended at 6 a.m. Thursday morning.
The operation resulted in 65 arrests to close 79 warrants, the majority of which were domestic violence related First & Second Degree Assaults. Warrants also included First Degree Burglary, Sex Abuse of a Minor, Firearms Possession/ with a felony conviction, Violation of Exparte  Order, Concealed Deadly Weapon, FTA Theft Scheme ($1,000 to 10,000), and CDS Possession not/ Marijuana with intent to distribute, along with some Child Support documents. All arrests during the operation occurred without incident.      
A grant from the Governor’s Office for Crime Control and Prevention assisted with the funding for this initiative. “We continue to be successful in closing warrants with the support of the GOCCP and partner agencies. The combination of financial resources and the tremendous manpower boost, gave us the ability to make 293 service attempts. A 22% service rate is an outstanding result, “said Captain Randall Cooper, Assistant Bureau Chief of Field Operations.  

A collective effort of 99 law enforcement partners in the region included members from the United States Marshals Service (USMS), Metropolitan Police Department (MPD), Maryland State Police (MSP), Prince George’s County Police Department (PGPD), Prince Georges County Fire Department (PGFD), (Prince George's County Department of Corrections (PGDOC), Prince George's County Public Safety Communications, Maryland-National Capital Park Police (MNCPP), Hyattsville Police Department , Glenarden Police Department, Bladensburg Police Department, Greenbelt Police Department, and Calvert County Sheriff’s Office (CCSO).
