Joint Warrant Operations Close 47 Warrants with Bowie PD, Glenarden PD, Capitol Heights and Colmar Manor PD

Upper Marlboro, MD…The Sheriff’s Office Warrant/Fugitive Division in cooperation with the Bowie Police Department, the City of Glenarden, Capitol Heights, and Colmar Manor Police Department executed warrant sweeps in the last two weeks.

 The Bowie sweep was comprised of six teams of Sheriff Deputies and Bowie Police Officers, who began the operation with 89 recently investigated warrants that resulted in 31 arrests to close 32 warrants.  

Bowie Police Chief, John Nesky said, “Sharing resources for a joint warrant operation has always worked for law enforcement.  Closing 32 warrants is an excellent result for my Department, for the Sheriff and for the citizens of our city.” 

The second operation was held during the early morning hours of March 28 in central Prince George’s County with the assistance of Glenarden PD, Capitol Heights PD, and Colmar Manor PD. Two teams attempted service of 33 warrants that resulted in 15 arrests.

Warrant/ Fugitive Division Sgt. Minor applauded the sweeps calling it a “tremendous success”.  

The suspects were transported to the Prince George’s County Department of Corrections for processing.

Attempted First Degree Murder Suspect Arrested in North Carolina

The Prince George’s County Sheriff’s Warrant/Fugitive Division’s Cold Case Team reported the arrest of Rafael Quinones Rivera on March 21, 2014 for an Attempted First Degree Murder warrant obtained by County Police District I Detectives.

According to the warrant, in May 2004, Rivera severely assaulted two men with a broken beer bottle after a verbal dispute in the 1800 block of Greenwich Woods Drive in Silver Spring, MD. The warrant further states Rivera fled on foot prior to the police department’s arrival. 

Records indicated that Rivera was arrested by U.S. Immigration and Customs Enforcement (I.C.E) in 2009 and may have been deported, however in consultation with County Police on the original case file, the Cold Case team matched information for Rafael Rivera with Rafael Quinones, the name the suspect was using in North Carolina.

On March 21, 2014, members of the US Marshals Fugitive Task Force observed Rivera exiting a residence in the 900 block of Gold Floss Street in Winston-Salem, NC. When Rivera spotted the Marshals he retreated back into the residence. After several attempts to get Rivera from the residence he was found hiding in the attic of the home where he utilized a hidden compartment built within a closet.

“Our team learned that Rivera was using the name Quinones. Since the name on the warrant was Rivera, the Winston- Salem PD would not have found him in the National Crime Information Center (NCIC) database to notify us,” said Captain William Mints, Assistant Bureau Chief of Field Operations. “But, digging through the records and making the right connections led us to this arrest.”

Rivera was taken into custody and transported to the Forsyth County Detention Center where he awaits extradition to Prince George’s County, MD. He is also charged with Attempted Second Degree Murder, First Degree Assault, two counts of Second Degree Assault and Malicious Destruction of Property.

7th Annual Domestic Violence Symposium “Healthy Relationship – Part II"

Upper Marlboro, MD… On Saturday March 15, 2014 the Bowie Library was filled with Pink and Green, as the Alpha Kappa Alpha Sorority, Inc. Psi Epsilon Omega Chapter hosted the 7^th Annual Domestic Violence Symposium “Healthy Relationship – Part II”. The event was led by a panel, which was comprised of Couples (both married and dating) and expert relationship professionals. The descendants of the “Twenty Pearls” invited the Sheriff’s Office to not only participate in symposium but also presented us with teddy bears.

We were honored and appreciative to receive several dozen teddy bears from the members of the Psi chapter. “Thank you for accepting your part in the Village (Community), because it takes a village to end domestic violence.” Sheriff High stated. The bears are mostly given to children who our deputies come in contact with during domestic violence situations they respond to.

Consumer Alert: Red Light/Speed Camera Scam

We are issuing a consumer alert about a scam involving red light camera tickets.  We learned today that in at least two cases, a caller, posing as a law enforcement officer, informed potential victims that they had failed to appear in court for a red light/speed camera ticket.  The victims are told to go to a local store and pay a substantial fine or a warrant could be issued.

The Prince George’s County Sheriff’s Office and other law enforcement agencies do not make phone calls requesting citizens bring payments to a business. All payments are handled by mail or through a website as listed on the tickets.  If you receive a phone call from anyone asking you to pay a red light camera or any other ticket, please call the Prince George’s County Police Department Automated Traffic Enforcement office at (301) 955-0790 during business hours or call 911.

Deputies make Arrest/Close Solicitation of Attempted First Degree Murder Warrant

Upper Marlboro, MD…The Prince George’s County Sheriff’s Warrant/Fugitive Division reported the arrest of James Lewis on an arrest warrant for Solicitation of Attempted First Degree Murder obtained by Maryland-National Capital Park Police, Prince George’s County Division  Detectives on March 6, 2014.

According to the warrant, in February 2014, Lewis and the victim were part of a group fight in the intersection of Chillum Manor Rd and Conley Rd in Hyattsville, MD. The warrant further states that following the altercation Lewis displayed a black handgun and petitioned an unidentified male to engage in the dispute. When the two groups began to disperse the unidentified male began to shoot at the victim and his group. The victim suffered a gunshot wound to the arm. 

On receipt of the warrant, Deputies began investigating Lewis’ whereabouts. He was located in the 9100 block of Edmonston Rd in Greenbelt where he was taken into custody and transported to the Prince George’s County Detention Center.

Lewis is also charged with Solicitation of Second Degree Murder, Solicitation of First Degree Murder, Solicitation of First Degree Assault and Solicitation of Second Degree Assault.

PGSO Cold Case Team apprehends 2007 Robbery w/ Deadly Weapon Suspect; Two Warrants Closed

Upper Marlboro, MD…The Prince George’s County Sheriff’s Warrant/Fugitive Division’s Cold Case Team reported the arrest of Sacoyrius Joseph aka Anthony Quarles on an Indictment for Robbery with a Deadly Weapon issued on December 18, 2007 by the Prince George’s County Circuit Court.

According to warrant, in November 2006, Quarles and another male assaulted a male victim in a parking lot in the 3100 block of Good Hope Avenue in Temple Hills, MD. The warrant further states Quarles and the unidentified male took personal property from the victim at gunpoint.

 In the course of investigating Quarles whereabouts, the Cold Case learned that Anthony Antonio Quarles was an alias used by Sacoyrius Joseph.   

On March 11, 2014 members of the Maryland State Parole and Probation, Baltimore City Police Department and the PGSO Cold Case Warrant Team located Joseph at an address in the 2400 block of Pennsylvania Ave in Baltimore, MD.  Upon taking Joseph into custody, he resisted arrest and attempted to flee on foot. He was apprehended and transported to the Prince George’s County Department of Corrections where he is being held on a “No Bond” status.

Joseph arrest closes an additional warrant for the Unauthorized Use of a Motor Vehicle.  He is also charged with Robbery, Theft $500 Plus, Theft Less than $500, First Degree Assault, Second Degree Assault, Reckless Endangerment, Handgun Use in the Commission of a Violent Crime, Conspiracy to commit Armed Robbery, and Conspiracy to commit Robbery.

2009 Warrant Served/Rapist Captured in Pennsylvania

Upper Marlboro, MD… The Prince George’s County Sheriff’s Warrant/Fugitive Division’s Cold Case Team reported the arrest of Omar Martinez-Cruz on a 2009 arrest warrant for Second Degree Rape that was obtained by the County Police Criminal Investigations Division (CID) on June 3^rd of that year.

According to warrant, Martinez-Cruz raped a minor female approximately nine times between March 2009 and April 2009 at a residence in Upper Marlboro. Martinez-Cruz was reported to have fled to El Salvador before the crime was reported to the Police.  

Working with previous information, Deputies investigating Martinez-Cruz’s whereabouts learned that he was back in the United States.  After locating the suspect in Pennsylvania members of the Cold Case Warrant Team and the U.S. Marshals Task Force arrested Martinez-Cruz on Thursday, March 6, 2014 at a business location in Chambersburg, PA. He was positively identified and taken into custody without incident.

Martinez-Cruz was transported to the Pennsylvania State Police Barracks where he awaits extradition to Prince George’s County, MD. He is also charged with Second Degree Assault and Fourth Degree Sex Offense.

Sheriff Deputies Arrest Assault Suspect

Upper Marlboro, MD… The Sheriff’s Warrant/Fugitive Division reported the arrest of John Yost of Hyattsville, MD on an arrest warrant for First Degree Assault. The warrant was obtained by the County Police Department on February 27, 2014.

According to the warrant, Yost allegedly assaulted a female victim, by punching her then attempting to cut her with a knife in an apartment in the 6600 block of Stockton Lane in Hyattsville, MD. The warrant further states that Yost became upset with the victim after an argument that stemmed from a disagreement about dinner.

Yost was located and apprehended in the 6600 block of Stockton Lane in Hyattsville, MD.  Yost is also charged with Reckless Endangerment and Assault 2^nd Degree.
