Media Release

On Tuesday, December 13, 2022, the Prince George’s County Police Department charged Prince George’s County Deputy Sheriff Corporal Brandon Burroughs with Second-Degree Rape and Second-Degree Assault stemming from an allegation of sexual assault occurring on October 23, 2022.

In September of 2022, the Office of the Sheriff was made aware of a separate incident involving Corporal Burroughs and a female acquaintance. The incident resulted in Temporary Protective Orders being obtained by both parties, but both were subsequently dismissed. Pursuant to Office of the Sheriff protocol, Corporal Burroughs was suspended with pay, and placed in an Administrative Status pending the outcome of an investigation.

An additional Temporary Protective Order was obtained by the same female acquaintance on October 24, 2022, but was ultimately dismissed following a Final Protective Order Hearing on December 12, 2022.

On December 12, 2022, evidence was presented to members of the Office of the Sheriff indicating that a woman had been sexually assaulted by Corporal Burroughs. The Office of the Sheriff forwarded the evidence to the Prince George’s County State’s Attorney’s Office, who notified the Prince George’s County Police Department’s Domestic Violence Unit.  

Corporal Burroughs’ law enforcement authority remains suspended, and he has been placed on a No Duty Status without pay. Burroughs is a nine-year veteran of the Office of the Sheriff, and is assigned to the Bureau of Field Operations.

“The charges against this deputy are very concerning. Law enforcement officers take an oath to protect others, not abuse them. Those who live and work in Prince George’s County deserve the very best from its public safety community, and the behavior alleged in this case runs counter to that expectation,” said Sheriff John D.B. Carr.

The Prince George’s County Police Department is leading the criminal investigation. The Office of the Sheriff’s Policy Compliance/Internal Affairs Division will conduct an administrative investigation. Questions should be referred to the respective Agency/ Department.

Deputies Arrest First-Degree Assault Suspect

Upper Marlboro, MD…. The Office of the Sheriff’s Warrant/Fugitive Division reported the Arrest of Nixon Martinez-Linares, on December 5, 2022, on a warrant for First Degree Assault obtained by county police on November 16, 2022.

According to the warrant, on September 13, 2022, police responded to the 600 Block of Dudley Avenue in Oxon Hill, Maryland, for the report of a contact shooting. Through their investigation police learned that the victims were approached by two unknown suspects that arrived in a black SUV to participate in an alleged drug transaction. According to witnesses, one individual started a verbal argument, and it is alleged that the second individual fired a gun, causing injury to the victim. The victim was transported to a nearby hospital, where he received medical treatment. Through their investigation, detectives could identify Martinez-Linares as one of the suspects.

On December 5, 2022, deputies determined that Martinez-Linares could be located at an address in the 700 block of Carson Ave, Oxon Hill, MD. Upon arrival, deputies identified Mr. Martinez-Linares, served him with the warrant, and placed him into custody. The Suspect was safely transported to the Department of Corrections in Upper Marlboro, MD, without incident.

The suspect is also charged with Assault-Second Degree, Possession of a Firearm Minor, Reckless Endangerment, Loaded Handgun on Person, and Handgun on Person.

Deputies Arrest CDS Possession with Intent to Distribute Suspect

Upper Marlboro, MD…. The Office of the Sheriff’s Warrant/Fugitive Division reported the Arrest of Rashel Hossain on December 1, 2022, on a warrant for CDS Possession with Intent to Distribute obtained by county police on November 17, 2022. 

According to the warrant, on September 16, 2022, police responded to the 6200 block of Livingston Road in Oxon Hill, MD, for the report of the illegal sale of marijuana. Police observed several individually wrapped baggies of marijuana on the front counter of the business. Through their investigation, detectives identified Hossain as the store owner.

On December 1, 2022, deputies determined that Hossain could be located at an address in the 6200 block of Livingston Road, Oxon Hill, MD. Upon arrival, deputies identified Hossain, served him with the warrant, and placed him into custody. The Suspect was safely transported to the Department of Corrections in Upper Marlboro, MD, without incident.

 

The suspect is also charged with CDS Possession Cannabis 10 Grams plus, and CDS Possession Paraphernalia.

Deputies Arrest Sex Abuse of a Minor Suspect

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of  Edio Antonio Grijalva-VA-Ramirez, on November 30, 2022, on a warrant for Sex Abuse of a Minor obtained by county police on October 27, 2022.

According to the warrant, on October 27, 2022, detectives learned that on or about August 21, 2022, through August 22, 2022, a minor disclosed that Grijalva-VA-Ramirez had allegedly forced sexual acts on them at a residence in Oxon Hill, MD. 

On November 30, 2022, deputies who were assigned to the warrant, spoke with a relative of Grijalva-VA-Ramirez by text message. During the text message conversation, the relative advised Grijalva-VA-Ramirez is willing to meet at Sheriff’s Headquarters and turn himself in. Grijalva-VA-Ramirez was identified, served with the warrant, and placed into custody. Grijalva-VA-Ramirez was safely transported to the Prince George’s County Department of Corrections in Upper Marlboro, MD, without incident.

Grijalva-VA-Ramirez is also charged with Sex Abuse Minor: House/Family, Third Degree-Sex Offense, Assault Second-Degree, and Fourth Degree-Sex Offense Contact.

Deputies Arrest Attempted First Degree Murder Suspect

  Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of Rohan Dwayne Patterson, on November 17, 2022, on a warrant for Attempted First Degree Murder obtained by county police on November 8, 2022.

According to the warrant, on November 8, 2022, police responded for a reported shooting in the 9500 block of Allentown Way, in Fort Washington, MD. When police spoke with the victim, they learned the victim and Patterson were supposed to meet up to settle a dispute. Both parties picked a mutual place to meet up. Patterson was driving behind the victim and allegedly fired a gun at the victim and fled the scene. Through their investigation, detectives were able to identify Patterson as the suspect.     
 
On November 17, 2022, deputies determined that Patterson was located at an address in the 500 block of Wilson Bridge Drive, in Oxon Hill, MD. Upon arrival, deputies were able to identify Patterson, he was then served with the warrant, placed into custody, and safely transported to detectives at the Prince George’s County Police Department without incident.   

Patterson is also charged with Attempted Second-Degree Murder, First-Degree Assault, Second-Degree Assault, Firearm Use/felony-Violent Crime, Reckless Endangerment from Car, Loaded Handgun in Vehicle, Handgun in Vehicle, Handgun on Person, and Loaded Handgun on Person.

Passing of Sheriff Melvin C. High

The following comments are from the previous Chief Assistant Sheriff, and now current Prince George’s County Sheriff Darrin C. Palmer

It is with profound sadness that I am announcing the passing of Sheriff Melvin C. High.  Sheriff High was feeling ill and checked into Washington Hospital Center where he passed earlier today.  I have been in contact with his wife, Brenda, and his daughter, Tracy.  I have shared my personal condolences, those of the agency, our law enforcement community, and those of this community who dearly loved and respected Sheriff High.  The family is asking for privacy at this time and I implore everyone to respect their wishes.

Sheriff Melvin C. High was serving in and nearly completing his third term as the elected Sheriff for Prince George’s County.  He was first elected in 2010.  Over the last twelve years, Sheriff High modernized the Sheriff’s Office focusing on professional growth of the agency, top tier training, effective service delivery, and accountability.  A significant accomplishment has been accreditation by the Commission on Accreditation for Law Enforcement Agencies (CALEA) demonstrating contemporary, 21st century agency standards and the verified proof the agency meets or exceeds those standards.  The agency was accredited 4 years ago and received annual reaccreditation as recently as this year. 

Prior to becoming the elected Sheriff, Sheriff High served as the Chief of Police in Prince George’s County for five years, beginning in 2003.  During his tenure as Police Chief, he overhauled the agency policy manual and led the agency through the Department of Justice Consent Decree and Memorandum of Agreement.  During this important time, he also reduced violent crime in the County.

Sheriff High served as the Chief of Police in Norfolk, Virginia for ten years prior to coming to Prince George’s County where he introduced and instituted Community Policing.

Sheriff High started his law enforcement career in 1969 in Washington, D.C.  He rose through the ranks of the Metropolitan Washington D.C. Police Department to attain the rank of Assistant Chief of Police and served there as the second in command.

Sheriff High was a participating member of many organizations, including: the National Association of Black Law Enforcement Executives, the International Association of Chiefs of Police, Maryland Chiefs of Police Association, the Prince George’s County Police Chiefs Association, the Virginia Association of Chiefs of Police, the Hampton Roads Chiefs of Police Association, the Association of FBI National Academy Graduates, the Maryland Sheriff’s Association, and the National Sheriffs Association. 

He held a Bachelor’s Degree in Biology from Tennessee State University and a Master’s Degree in Business and Public Administration from Southeastern University in Washington, D.C.

I have had the pleasure of being associated with Melvin C. High for nearly 20 years now.  I have unending respect for him, and it has been the highlight of my professional career to have worked for and with him.  Sheriff High is the epitome of the law enforcement professional.  He is learned, thoughtful, caring, and the consummate teacher.  I have watched as he fielded calls from chiefs around this country seeking his input and guidance.  He always assisted.

He deeply loved this agency and worked tirelessly to grow and improve it, and he sought every day to make Prince George’s County a better place.  He lent his talents, not just to law enforcement, but to matters of health, education, and all aspects of government. 

Sheriff Melvin C. High was an exceptional human being who gave everything he had in service to others.  He is loved and will be deeply missed by everyone.

Sheriff High appointed me his Chief Assistant Sheriff when he took office twelve years ago. According to Maryland Courts and Judicial Proceedings, Section 2-309, upon his untimely passing, the role of the Chief Assistant Sheriff is to assume all the powers, duties, responsibilities, and obligations of the Sheriff.  As such, I was sworn in today at 3 p.m. to serve as Sheriff of Prince George’s County and will uphold that obligation until the new Sheriff-elect John Carr is sworn in next month. 

I want to thank the men and women, sworn and civilian, for their kind words and support during this very difficult time. 

I again share my deepest sympathies and condolences to the High family.  I know Prince George’s County mourns with me and our agency on their loss.  Eternal God, please let Sheriff Melvin High rest in peace.

Sheriff’s Deputies Arrest Armed Carjacking Suspects

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the Arrest of Oluwatobi Edebiyi on November 3, 2022, and Vincent Elijah Oliver on November 7, 2022, on warrants for Armed Carjacking obtained by county police in October 2022.    

According to the warrant, on July 23, 2022, police responded to the 700 block of Harry S. Truman Drive in Upper Marlboro, MD, for the report of an Armed Carjacking. Police arrived and spoke with a victim who reported working for a ride-share company. After arriving at a nearby location to deliver food to Oliver, Edebiyi allegedly approached the victim and displayed a handgun. Oliver and Edebiyi demanded the victim’s property and vehicle keys. In fear, the victim complied. Once the suspects obtained the victim’s property and vehicle, they fled toward Harry S. Truman Drive. Through their investigation, detectives could identify Oliver and Edebiyi as the two suspects.

On November 3rd, deputies determined that Edebiyi could be located at an address on Louisville Ln. in Upper Marlboro, MD. Upon arrival, deputies identified Edebiyi, served him with the warrant, and placed him into custody. On November 7th, deputies determined that Oliver could be located at an address on Queen Elizabeth Dr, in Upper Marlboro, MD. Upon arrival, deputies identified Oliver, served him with the warrant, and placed him into custody. Both Suspects were safely transported to the Department of Corrections in Upper Marlboro, MD, without incident.

Both suspects were charged with Armed Carjacking, Assault First Degree, Firearm Use Felony-Violent Crime, Armed Robbery, Robbery, Assault Second Degree, Theft: $1,500 to Under $25,000, Handgun on a Person, Handgun in Vehicle, and Rogue and Vagabond.

19th Annual Clackamas County Domestic Violence Warrant Sweep Closes 55 Warrants

 

Upper Marlboro, MD… The Prince George’s County Office of the Sheriff, with federal, state and local law enforcement partners participated in the 19th Annual Clackamas County Sheriff’s Office’s National Family Violence Apprehension Detail that began late into the evening of October 19th and ended in early morning of October 20, 2022.

The Clackamas County Annual Warrant Sweep takes place in October - Domestic Violence Awareness Month. The warrant operation was launched in 2002 by Clackamas County Sheriff Craig Roberts when he was still a detective, and is a reminder that domestic violence is a crime.

Eight teams were formulated in this year’s sweep, including members from the Maryland State Police (MSP), Maryland National Capital Park Police (MNCPP), Federal Bureau of Investigation (FBI),  Prince George’s County Police Department (PGPD), Bladensburg Police, Hyattsville City Police, Glenarden Police, Greenbelt Police, University of Maryland Police, Edmonton Police, Laurel Police, Riverdale Park, Berwyn Heights Police, Mount Rainer Police, Bowie City Police, Seat Pleasant Police, Forest Heights Police, and University Park Police.

We also express a special thanks to the Prince George’s County Department of Corrections, and Prince George's County Public Safety Communications for their participation and partnership in making this joint venture a success.

During the sweep, teams attempted to serve warrants at 75 addresses that resulted in 47 arrests to close 55 open warrants, most of which were domestic violence related. Arrests included 18 Second Degree Assaults, 10 First Degree Felony Assaults, 1 Child Sex Crime, 1 Second Degree Rape, 1Armed Robbery, and 1 Possession of a Regulated Firearm.  

“Especially during October, we draw attention to domestic violence and resources for victims. Domestic assault and the many actions related to domestic abuse are crimes for which abusers must be held accountable through our justice system. Bringing these accused subjects before the court is important to those who are victimized and to the administration of justice. The warrant closures demonstrate the value of multi-jurisdictional partnerships as they multiply our forces and provide for enhanced community safety and the administration of justice,” said Sheriff High.

Deputies Arrest Armed Carjacking Suspects

 

Upper Marlboro, MD…  The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of Taejon Lamont Douglas on September 23, 2022, and Keith Jeremiah Brodie on September 26, 2022, on a warrant for Carjacking obtained by police on September 16, 2022.

According to the warrant, on July 14th, police responded to the 8100 Block of East Nalley Rd. in

Landover, MD, for the report of a carjacking. Police arrived and spoke with a victim who reported working for a ride-share company. After arriving at the location to pick up a customer, Douglas, Brodie, and a third suspect allegedly arrived in a vehicle and pulled in front of the victim’s car, blocking them in. At that time, Douglas, Brodie, and the third suspect allegedly entered the victim’s vehicle and began to physically assault them using a firearm. The suspects gained control of the vehicle after dragging the victim out of the car before fleeing the scene in the victim’s vehicle. The victim was treated at a local hospital for injuries. Through their investigation, detectives were able to identify Douglas and Brodie as two of the suspects.

On September 23rd, deputies determined that Douglas could be located at an address in the 4100 Block of Bluebird Dr. in Waldorf, MD. When deputies knocked, a resident answered, allowing them to enter the home. Once inside, deputies identified Douglas, served him the warrant, and placed him into custody. On September 26, Brodie was located at an address in the 6800 Block of Central Ave, in Capitol Heights, MD. Deputies knocked, and Brodie answered and was served the warrant and also placed into custody. Both Suspects were safely transported to the Prince George’s County Department of Corrections in Upper Marlboro, MD, without incident.

Both suspects were charged with Armed Carjacking, First Degree Assault, Felony Firearm Use, Armed Robbery, Robbery, Second-Degree Assault, Theft $1,500 to under $25,000, Un
lawful Taking of a Motor Vehicle, Unauthorized Removal, and Rogue and Vagabond.

Media Release

 

On the late evening of Saturday, October 15, 2022, the Prince George’s County Sheriff’s Office received information of an incident that occurred at Zachery Street and Largo Center Drive in Prince George’s County. An off-duty Prince George’s County Sheriff’s Deputy was observed operating a vehicle under the suspicion of alcohol impairment.  As a result of the incident, the Prince George’s County Police issued a traffic related citation for Cpl. Andre Hinds who was involved in the incident.  The Deputy’s law enforcement authority was suspended, and he was placed in an administrative role with pay.

Corporal Hinds is a ten-year veteran of the Prince George’s County Sheriff’s Office and is assigned to the Bureau of Field Operations.

An administrative investigation is being conducted by the Prince George’s County Sheriff’s Office. The traffic related charges are being handled by the Prince George’s County Police Department. Any questions should be referred to the respective Agency/ Department.

Pedestrian Bridge Near Equestrian Center Parking to the Courthouse will be Closing on September 30, 2022, for six months.

 

 

Attention: Pedestrian Bridge Connecting Equestrian Center Parking to the Courthouse Will Close Next Week

 

 

The Pedestrian bridge that parallels Water Street and connects the walkway between The Equestrian Center parking area to Judges Drive near the Courthouse in Upper Marlboro will be closed starting Friday, September 30, 2022.

 

The closure is expected to last for six months to allow the Department of Public Works and Transportation to repair corrosion in the critical support beams of the Pedestrian bridge.

 

The frequency of the Shuttle service from The Equestrian Center parking area will increase during the closure. The Shuttle will run in 8-to-10-minute intervals and maintain its regular stops at the Courthouse and County Administration Building (CAB) from 6:00 a.m. until 6:00 p.m. Monday - Friday.

Deputies Arrest Robbery Suspect

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of Tanijah Evon Lee, on August 31, 2022, on a warrant for Robbery obtained by county police on July 30, 2022.

According to the warrant, on July 30, 2022, police responded for a reported robbery in the 3900 block of Suitland Road, in Suitland, MD. When police spoke with the victim, they learned that Lee came over to his residence with two other individuals while he was sleeping. When the victim heard noises and woke up, one of the suspects held him down. All the individuals fled the scene with the stolen property before police arrived. Through their investigation, detectives were able to identify Lee as one of the suspects.      

On August 31, 2022, deputies determined that Lee was located at an address in the 3200 block of 75th Avenue, in Hyattsville, MD. Upon arrival, deputies were able to identify Lee, she was then served with the warrant, placed into custody, and safely transported to detectives at the Prince George’s County Police Department without incident.   

Lee is also charged with 2 counts of Conspire-Robbery, Theft of $1,500 to Under $25,000, and 2 counts of Conspire-Theft $1,500 to Under $25,000.

Deputies Arrest CDS Possession with Intent to Distribute Suspect

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of Mikal Tairon Bunn, on August 26, 2022, on a warrant for CDS Possession with Intent to Distribute obtained by county police on June 9, 2022.

According to the warrant, on June 9, 2022, Bunn and another individual were stopped by the county police for a traffic violation. As the officer approached the vehicle, he was met with the strong odor of marijuana emanating from it. The officer also observed an open container of alcohol and asked both suspects to exit the vehicle. When police searched the vehicle, they found several suspected drugs and seized them. Both subjects were released awaiting lab results of the seized items for pending criminal charges.  

On August 26, 2022, deputies determined that Bunn was located at an address in the 700 block of 58th Avenue in Fairmount Heights, MD. Upon arrival, deputies were able to identify Bunn, he was then served with the warrant, placed into custody, and safely transported to the Prince George’s County Department of Corrections in Upper Marlboro, MD without incident. Prince George’s County Police Detectives were notified. 

Bunn is also charged with CDS Possession-Not Marijuana.

Deputies Arrest Armed Carjacking Suspect

Upper Marlboro, MD… The Office of the Sheriff’s Warrant/Fugitive Division reported the arrest of Xavion Tyrell Proctor, on August 23, 2022, on a warrant for Armed Carjacking obtained by county police on August 7, 2022.

According to the warrant, on August 7, 2022, police responded to the 2100 block of Alice Avenue in Oxon Hill, MD., for a reported armed carjacking. Police spoke with the victim who reported being approached by Proctor alongside three other individuals who allegedly pointed a firearm, taking their vehicle and personal property, before fleeing the scene. Detectives were able to identify Proctor as one of the suspects involved through their investigation.    

On August 23, 2022, deputies determined that Proctor was located at an address in the 4500 block of Birchtree Lane in Temple Hills, MD.  Upon arrival, deputies were able to identify Proctor, he was then served with the warrant, placed into custody, and safely transported to the Prince George’s County Department of Corrections without incident. Prince George’s County Police Detectives were notified.

Proctor is also charged with Carjacking, Assault First Degree, Armed Robbery, Firearm Use/Felony-Violence Crime, Robbery, Assault Second Degree, Theft of $1,500 to under $25,000, Motor Vehicle/Unlawful Taking, Breaking and Entering Motor Vehicle- Rogue and Vagabond, Handgun in Vehicle, Loaded Handgun on Person, and Unauthorized Removal of Motor Vehicle.
